On the occasion of International Day of the World’s Indigenous Peoples
9 August 2008
New York, USA

The Federation of Indigenous Peoples of Nepal in America (FIPNA) formed with a mission to work for the advancement of the Indigenous Peoples (Adivasi Janajatis) of Nepal. We extend our hearty warm wishes to all the Adivasi Janajati peoples on the occasion of the International Day of the World’s Indigenous Peoples.

On this day we welcome Nepal as a Federal Democratic Republic nation that promises the inclusion of Nepal’s Indigenous Peoples, Dalits, Madhesis, women and all other groups. We want Indigenous Peoples to be effectively represented in all aspects of decision-making in the process of democratic transition in Nepal.

As Nepalese Indigenous Peoples living in the United States of America, we affirm our commitment to:
• Promote the causes of Indigenous Peoples of Nepal in America.
• Raise public awareness about the issues facing Indigenous Peoples of Nepal.
• Support the peaceful movement of the Indigenous Peoples in Nepal for inclusive democracy, secular state, and ethnic, linguistic and regional autonomy.
• Ensure the effective implementation of International Labor Organization’s Convention 169 which ensures consultation with and participation of indigenous communities and organizations; and the United Nation’s Declaration on the Rights of Indigenous Peoples, which establishes international human rights standards for the protection of the rights of indigenous peoples of Nepal.

We recognize that Adivasi Janajatis have a major responsibility and role to play in the building of inclusive democracy and lasting peace in Nepal. At this historic crossroad, we urge the Nepalese Adivasi Janajati organizations, Adivasi Janajati leaders and activists to form unconditional unity, to rise above our political affiliations and other interests, to be wise about long term implications of our decisions and to work for the best interests of all Adivasi Janajatis. History will not otherwise judge the leadership of our generation in a favorable light.

FIPNA looks forward to working with Nepal Federation of Indigenous Nationalities (NEFIN) and other institutions working for our common cause to help create a better world for the Indigenous Peoples of Nepal, both in Nepal and around the world.

अमेरिकामा बसोबास गर्ने नेपाली आदिवासी जनजातिहरुको उत्थानका लागि स्थापित 'नेपाल आदिवासी जनजाति महासंघ अमेरिका (फिप्ना)' विश्व आदिवासी दिवस अगष्ट ९ को सुखद उपलक्ष्यमा सम्पूर्ण आदिवासी जनजातिहरु प्रति हार्दिक शुभ-कामना ब्यक्त गर्दछ।

यस अबसरमा, नेपाल संघीय लोकतान्त्रिक गणतान्त्रिक राष्ट्र घोषणा भएकोमा स्वागत गर्दै यो नयाँ पारीबेशमा नेपालका आदिवासी जनजाति, दलित, मधेसी, महिला र अन्य बर्गहरुलाई राज्यको मुल प्रबाहमा समेटिनेछन् भन्ने आशा राख्दछौं। साथै, आदिवासी जनजातिहरुलाई राष्ट्रको सम्पूर्ण नीति निर्माणका तहहरुमा सामेल गराइनु पर्दछ भन्ने मान्यता राख्दछौं।

संयुक्त राज्य अमेरिकामा बसोबास गर्ने नेपाली आदिवासी जनजातिहरुको साझा संस्थाको रुपमा हामी निम्न बूँदाहरुमा हाम्रो प्रतिबद्धता ब्यक्त गर्दछौं:

-अमेरिकामा बसोबास गर्ने नेपाली आदिवासी जनजातिहरुको सर्बाङ्गिण उत्थान र सहयोगको प्रबर्धन गर्ने।
-नेपालका आदिवासी जनजातिहरुहरुले ब्यहोर्दै आएका समस्याहरुको बारेमा जनचेतना जगाउने।
-नेपालका आदिवासी जनजातिहरुहरुले उठाउँदै आएका समाबेशी लोकतन्त्र, धर्म निरपेक्ष्य राज्य, जातीय, भाषिक र क्षेत्रीय स्वायत्तता प्राप्तिको शान्तिपूर्ण आन्दोलनहरुको समर्थन र सहयोग गर्ने।
-नेपाल सरकारद्वारा आइएलओ महासन्धिको धारा १६९ र संयुक्त राष्ट्र संघको आदिवासी सम्बन्धी विश्व घोषणापत्रको नितिगत र व्याबहारिक रुपमा लागु गरी नेपालका आदिबासी जनजातिहरुको मानब अधिकार लगायत अन्य हक, अधिकारहरुको रक्षा गर्न, गराउन पहल गर्ने।

नेपालका आदिबासी जनजातिहरुले नयाँ नेपालमा समाबेशी लोकतन्त्र र दीगो शान्तिका लागि खेल्नु पर्ने गहन दायित्व प्रति हामी बिज्ञ छौं। यस ऐतिहासिक घडीमा हामी नेपालका सम्पूर्ण आदिबासी जनजाति संघसंस्था, आदिबासी नेतृत्व र सामाजिक आन्दोलनकर्मिहरु आफ्ना दलगत बिचारलाई एकातिर राखी निसर्त आदिबासी जनजातिहरुको हक, अधिकारको लागि एक जुट हुन आग्रह गर्दछौं। यदी हामी एक हुन सकेनौं र हाम्रो जिम्मेबारी पुरा गर्न सकेनौं भने हाम्रा भाबी सन्ततिहरुले हामीलाई कहिल्यै सकारात्मक रुपमा हेर्ने छैनन्।

अन्तमा, फिप्ना 'नेपाल आदिवासी जनजाति महासंघ' र अन्य सरकारी तथा गैरसरकारी संघसंस्थाहरुसँग नेपाल र नेपाल बाहिर रहेका आदिबासी जनजातिहरुको हक अधिकार र उत्थानको लागि होस्टेमा हैसे गर्ने जानकारी गराउँदछौं।
