न्यूयोर्क, 8 Mar, 09- न्यू योर्कमा कृयासिल बिभिन्न पांचवटा नेपाली संस्थाहरुको संयोजकत्वमा गत शनिबार संबिधान सुझाव संकलन सम्बन्धी कार्यक्रम सम्पन्न भएको छ।

नेपालको नयां संबिधानमा दलित, महिला, मधेसी, पिछडिएका बर्ग र आदिवासी जनजातिका हक अधिकार सुरक्षित गर्न संबिधान सभालाई दवाब दिन र संबिधान सम्बन्धी राय सुझावहरु यथेष्ट रुपमा संकलन गर्न न्यूयोर्कमा पांच वटा नेपाली संस्थाहरु अलाइन्स फर ह्युमन राइट्स एण्ड डेमोक्र्यसी इन नेपाल (ADHRN), अधिकार (Adhikaar), एस्सोसिएन ओफ् नेपालि टराइन इन् युएसए (ANTA), नेपाली अमेरिकन सोसाइटि फर ओप्रेस्ड (NASO) र नेपाल आदिवासी जनजाति महासंघ अमेरिका (FIPNA)ले उक्त कार्यक्रमको आयोजना गरेका हुन्‌।

आयोजकहरुकोतर्फबाट अनिल शाही, लुना रन्जित, अमित शाह, धर्म बिश्वकर्मा र अर्जुन गुरुङले कार्यक्रमबारे प्रष्ट पारेका थिए ।

संबिधान सुझावकोलागि अशोक गुरुङ, क्रिष्णकुमार राई, नर्वदा क्षेत्री, बंशलाल तामाङ, आदित्य महर्जन, रामकुमार सिङ, दिनेशजङ्ग शाह, दिपेश लिम्बू, राम तामाङ, राजकुमार श्रिस र रमेश श्रेस्ठले आ-आफ्ना बिचार ब्याक्त गरेका थिए ।

A New Platform for Inclusive Democracy: The Coalition Advancing the Rights of Marginalized Peoples of Nepal

New York, NY, 7 March, 09- In light of the historic transition underway in Nepal, we are announcing the formation of The Coalition Advancing the Rights of Marginalized Peoples of Nepal. With the election of the first-ever Constituent Assembly in Nepal on April 10, 2008, and the subsequent abolishment of 240-year-old monarchy, the drafting of a new constitution promises to offer a historic opportunity for establishing an inclusive democracy in Nepal.

And yet, with the Constitutional Assembly now ten months behind schedule, and with increasing polarization in almost all aspects of Nepali society, and conflicting statements by leaders in and outside of Nepal, observers are beginning to raise serious concerns about the process of drafting of the new constitution. Specifically, there have been doubts about the process’ effectiveness in addressing the needs and aspirations of marginalized communities, i.e., Dalits (“Untouchables”), Mahilaa (Women), Aadhivaasi Janajaatis (Indigenous Peoples), and Madheshis (Taraian), who constitute the majority population in Nepal. For this reason, five Nepali organizations based in the United States have come together to form a new coalition to advance the concerns of marginalized Nepalis.

The primary objectives of the Coalition are:

• Provide a platform to foster a culture of peaceful dialogue and constructive debates among people of differing opinions on issues related to inclusive politics in Nepal;
• Build strategic partnerships with like-minded individuals and institutions in and outside of Nepal;
• Inform and engage all Nepalis, with a particular focus on marginalized communities, in the drafting of the new constitution in Nepal;
• Identify linkages and support from national and international organizations to enhance the capacity of Constitution Assembly members from marginalized communities;
• Advocate for genuine consultations with Nepalis of all caste, creed, class, religion, and gender in the drafting of the new constitution to establish an inclusive democracy for ALL Nepali peoples.

Through lobbying the Nepali government, and by hosting public awareness programs and creating a space where the protection of rights and aspirations of Nepalis can be discussed openly, the Coalition will work to ensure that all Nepalis, within or without Nepal, will be able to participate in drafting the new constitution. While this might prove to be tedious and time-consuming, our belief is that when creating a new constitution, it is not just the final product that is important but the process through which it was created. Only through genuine inclusion of all voices will this new constitution prove to be legitimate and enduring.

The five founding organizations (open to further expansion) that make up the Coalition are:

Adhikaar for Human Rights and Social Justice
Alliance for Democracy & Human Rights in Nepal (ADHRN)
Association of Nepali Teraian in America (ANTA)
Federation of Indigenous Peoples of Nepal in America (FIPNA, an alliance of 15 Janajati organizations)
Nepali-American Society for Oppressed (NASO) Community
