All Attention towards Constitutional
Assembly Election in Nepal One Hundred Thousand Observers to be Deployed by 138 National and 28 International Groups Members of National Election Monitaring Alliance (NEMA) in Gulmi. Photo courtesy: Khadgabir Thapa Magar New York, Kathmandu, April 8, 2008- A total of 166 national and international organizations and institutes are deploying approximately one hundred thousand observers during Nepal's first Constitutional Assembly (CA) election which is slated to be held on April 10, 2008. Nepal’s government is spending approx. 3 billion Nepalese rupees in preparation for this historic election day. This is the first time that so many organizations are monitoring an election in Nepal. Meanwhile, the Nepalese Election Commission (EC) is deploying 240 thousand pollsters for its 20,888 poll stations in 240 constituencies of Nepal's 75 districts. The Nepal Government has already dispatched 135 thousand police officers to the polling areas to provide security to ensure a free, fair and secure election. The Election Commission reported it has granted permission to 43 national level orgs, 95 district level orgs and 28 international orgs and institutes to monitor the election process. United States President, Nobel Peace Prize winner and Chairman of the Carter Center Jimmy Carter, is leading 60 international observers from 20 different nations. The Asian Network for Free Elections (ANFREL) is deploying 90 of its observers. Other international organizations include: Forum Asia, Universal Human Rights Network, The Asia Foundation, European Union, The National Democratic Institute for International Affairs (NDI, Wash. DC, USA), The Researchers (Pakistan), Unraggiodiluce (Italy) , South Asia Foundation, US Embassy, International Foundation for Election System (IFES), (USA), The International Crisis Group (Crisis Group, USA), South Asia Forum for Fair Election (India), The Socialist International (UK), South Asia Partnership (SAP, Nepal), Canadian Embassy, British Embassy, French Embassy, Malaysian Embassy, Japanese Embassy, Finland Embassy, Royal Norwegian Embassy, Australian Embassy, Bangladesh Embassy, Royal Thai Embassy, Tevel b'Tzedek (Israel), and the Coordinating Council for Human Rights in Bangladesh. From Nepal, the National Election Monitoring Alliance (NEMA) which is an alliance of 14 non-governmental, civil and social organizations, is deploying the largest number of observers, 20,000. Another large organization, the National Election Observation Committee (NEOC) has invited almost 100 international observers along with the mobilization of more than 14,000 domestic observers in all 75 districts. The Democracy and Election Alliance Nepal (DEAN) is mobilizing approximately 12,000 volunteers for the CA Election by observing and monitoring the process. In this context, it should be mentioned that The United Nations Mission in Nepal (UNMIN) has appointed nine international advisors in the Electoral Assistance Office headquarters provide technical assistance to the EC. In each of the five development regions, two UN international advisers provide assistance to the EC's Regional Resource Centers. They also coordinate the work of UNMIN's 70 international District Electoral Advisors and 70 national language assistants, who have been deployed in all the districts. -Pradeep Thapa Magar.
