काठमाडौं, May 13, 2008-With the objective of making the historic Constitution process effective and successful, the model Constitution Assembly has started here in Bhaktapur.
The speaker of legislature parliament, Subhas Chandra Nembang, has officially inaugurated the program scheduled from 12 to 23 May, 2008.
One hundred model Constitution Assembly members are representing various parts of the country. There is participation by Indigenous Nationalities, Dalit, Marginalized groups, Highly Marginalized ethnic groups, Religious groups and Third gender as well as Homosexuality group. Representatives from Raute, Chepang, Bankariya, Hayu, Lepcha, Chhantyal and other highly marginalized ethnic communities are participating to put the issues regarding their rights in this model CA. They seem hopeful of the outcome.
The meetings of this model Constitution Assembly is being held in the Nepal Electricity Authority Training Centre, Kharipati, Bhaktapur. N-CARD (National Coalition Against Racial Discrimination) is the event organizer.
Addressing the assembly, Speaker Subash Chandra Nembang urged unity and consensus among the political parties in the new constitution making process. "There is no alternative to consensus among our political parties: it is a provision of the Interim Constitution."
He expressed the hope that the model constitution as drafted by the representatives of different castes, religions, sexual orientations and regions would help in the process of making the country’s new constitution.
He told the audience that the end of monarchy would be announced by the first meeting of the CA, and adding: “To institutionalize Loktantra (democracy) and end the feudal state structure, the declaration of a republic is important."
Stating that the conclusion of the CA election will be meaningful only after making an effective and successful new constitution, he explained "the new Nepal will be an inclusive, secular, federal democratic autonomous state with the right of self determination."
The chairperson of N-CARD, Dr. Sumitra Manandhar, claimed that the model constitution is truly inclusive.
Highlighting the objectives of the model constitution, General Secretary of N-CARD and Indigenous leader, Mall K Sundar, said the model constitution would give guidelines for making the new constitution.
On May 11 and 12, CA members were trained in the rules and procedures of CA. Constitution experts Professor S. Ghai and Jeel Catrail from Kenya described Kenya's Constitution Assembly and its constitution making process. Ghai and Catrail stated that this model constitution would be helpful for making the new constitution of Nepal and can furthermore be example for the world.
Prior to this, discussion programs were held in eleven places in the Tarai, Himlayan, hilly regions including Katmandu Valley. One hundred representatives were selected for this final round of workshops.
