नेपालमा संघीयताको आवाजलाई कसरी मत्थर पार्न सकिएला?
क्षेत्री-बाहुनले बुझ्न नसक्ने के त्यस्तो कुरो छ? भानु पौड्याल लेख्छन्-

क्यानाडा, 7 Feb, 09- संघीयताको पूर्वाधार भनेको राष्ट्रहरुको आत्मानिर्णयको आधारमा प्रस्तावित संघीय देश भित्र आवद्द हुन संबन्धीत राष्ट्रहरु राजी हुनु नै हो। नेपाली राष्ट्रहरु संघीय गणतन्त्र नेपालको बिकल्प खोज्न सक्छन् भनेर सोच्नु समेत बिस्तारवादी र बिखन्डनवादीहरुको मूर्खता हो।

पृथ्वीनारायण शाहको एकिकृत नेपाल बनाउने कामले नेपालको अहिलेकोभन्दा बृहत सीमा रेखा कोरेको भए पनि के भन्नै पर्दछ भने शाह बंशीय साशनमा नेपाल राज्यले नेपाल भित्रका बाइसे र चौबिसे राष्ट्रहरू उपर अक्षम्य दमन गरेकै हो। तिनिहरुका भाषा र संस्कृतिमाथी खस राष्ट्रिय उपनिबेश लादेकै हो। यसर्थ नेपाल भित्रका बिभिन्न राष्ट्रहरुलाई अहिलेसम्म आफ़्नो भाषा र संस्कृति रक्षा गर्न कति कठिन भयो होला भन्ने कुरा कुनै पनि क्षेत्री व ब्राह्मणले सोच्न पनि सक्दैन।

संघीयताका कुरा: कति नयाँ, कति पुरानो?

कुनै पनि देशमा राज्यको स्वरूप केन्दृकृत र एकमना हुने कि संघीय र बिकेन्दृकृत हुने भन्ने कुरा देश भित्रको सामाजिक, आर्थिक, सांस्कृतिक, भाषिक, जातीय, धार्मिक र भौगोलिक संरचना एबं श्रोत र साधनको बितरणको स्थीतिमा निर्भर गर्दछ। Read more»

Federalism: Good or Bad for Nepal ?

1. There are more than 230 countries and territories in the world among which, 24 countries have federal systems. Nepal is set to soon become the twenty fifth country with a federal government system.

2. Federalism is related to colonialism, a method to unite divided countries or territories into one country.

There are 13 percent dalits (untouchable or lower caste) people in Nepal out of the total population, and 37.7 percent are minority or ethnic groups. There are 31.2 percent of the population living in the Terai, and another 4 percent live in remote areas.

4. If our country is divided into many federal autonomous states, it is clear that those people would be divided across many states. In this case the percentages might be reduced to as little as minus 1 percent. Inclusiveness & federalism are two different things.

5. Every autonomous federal state would have its own chief minister, governor, high court, parliament, police force, chief secretary, cabinet & so on.

Today, our country is not in a situation to bear the expense of the current large Constituent Assembly of 601 members. They are getting paid more than 40 thousand rupees ( USD $ 589.00 ) per member per month. Can we afford similar expense for more than 15 federal states? Read more»
